What is the difference between smooth, perforated and pre-perforated table paper?

Smooth paper comes off the roll wherever you tear it, so you choose the sheet length. Perforated paper has pre-cut lines, so each sheet is the same size every time and staff do not measure. Pre-perforated rolls and boxes are the same idea already cut for you, which is what most multi-room clinics standardise on.

Are the PP+PE rolls the same thing as table paper?

No. The smooth rolls are paper; the PP+PE rolls are a non-woven fabric. Non-woven resists fluid and does not shed paper lint, which matters in procedure and splash-prone rooms, and it is priced per sheet rather than per roll.
